India is now sending messages for dialogue without discussing Kashmir, but Pakistan has set pre-conditions for the resumption of meaningful dialogue.
“We have got a message for desire for conversation,” Moeed Yusuf, Special Assistant to Prime Minister (SAPM) on National Security Moeed Yusuf said in an interview with the Indian news website The Wire. He said India has to release all political prisoners in Kashmir, lift ‘inhuman’ blockade and restrictions, withdraw domicile law that allows non-Kashmiris to settle in the Indian occupied Kashmir, stop human rights abuses and end state terrorism in Pakistan.
He said Kashmiris must be a third party at these talks as the constitutional changes of August 2019 are “not an internal matter”. He said they were a matter for the UN.
“In the interview Yusuf repeatedly seemed to suggest that Kashmiris would have to be a third party in the talks and, second, that another two pre-conditions were that India must reverse what he called the “military siege” in Kashmir and roll back the new domicile law,” Indian website reported. “Kashmiris hate Indians,” The Wire reported .
